The File Hills Qu'Appelle Tribal Council serves 11 First Nations in Treaty 4 territory in southern Saskatchewan from its headquarters in Fort Qu'Appelle.
The File Hills Qu'Appelle Tribal Council (FHQTC) represents 11 First Nations in Treaty 4 territory in southern Saskatchewan. It is the only tribal council in Saskatchewan that represents five linguistic and cultural groups: Nehiyaw (Cree), Nakoda (Assiniboine), Anishinaabe (Saulteaux), Dakota (Sioux) and Lakota. The member nations have a combined registered population of more than 18,000, and about two-thirds of members live off-reserve. The council's logo shows hooves circling a buffalo, which stands for the eleven member nations and their commitment to solidarity.
The member nations are:
The council's roots go back to 1970, when sixteen bands from the Touchwood, File Hills and Qu'Appelle agencies formed the TFHQ District Chiefs Council. This became the TFHQ Tribal Council in 1983. In 1995 it took over the Fort Qu'Appelle Indian Hospital from Health Canada. In 1999 TFHQ split into the File Hills Qu'Appelle Tribal Council and the Touchwood Agency Tribal Council. The council is led by an Executive Council made up of the Tribal Chief, currently Jeremy Fourhorns, and the elected Chiefs of the 11 member nations.
FHQTC services include All Nations' Healing Hospital in Fort Qu'Appelle, Regina Treaty/Status Indian Services, Leading Thunderbird Lodge (a treatment centre for male youth), Aboriginal Head Start, emergency management, ISETS employment training and education. FHQ Developments, the council's business arm, was set up in 2010. You can find more information at fhqtc.com.
